Key notes
- Salvadoran delegates met to discuss the launch of cryptographic pilot initiatives.
- The Sandbox program offered would test digital assets in a controlled environment.
- The initiative aims to explore real estate token and fund for small businesses.
Valereum PLC, a fintech company listed on the stock market, announced that Carmen Elena Ochoa of Medina, market manager of VLRM El Salvador, was part of the delegation which met the US Securities and Exchange Commission (SEC) on April 22, 2025.
The other members of the delegation included the former partner of Goldman Sach, the partner of a law firm Perkin and the president of the Comisión Nacional of Activos Digital (CNAD) of El Salvador.
The discussion focused on identifying joint initiatives, in particular the creation of an international framework to test and regulate digital assets in a environment controlled by a cross -border regulatory sandbox.
The Sandbox program, according to reports, would allow series of digital asset tests under the shared supervision of the regulatory authorities of the United States and Salvador.
The sandbox
The sandbox should present two main pilot programs: real estate tokenization and fundraising for small businesses. For real estate tokenization, a certified American brokerage company will collaborate with a tokenization company in El Salvador to create digital asset projects supported by properties.
The second pilot program would concentrate around a small Salvador company by obtaining funding by issuing tokens actions, in partnership with brokers authorized by the Americans.
If it is approved, the Sandbox project would generate practical data that dry could use to decide on childcare solutions and tokens classification. The dry could also rely on this data to assess how digital assets are part of American regulatory structures while potentially avoiding classification as traditional titles.
Carmen Elena Ochoa de Medina de VLRM Markets estimates that its organization is focused on the transformation of the digital asset ecosystem and the promotion of the global adoption of the tokenization of digital assets.
Following his oath on April 21, 2025, the president of the SEC, Paul Atkins, underlined his objective of establishing a firm regulatory base for digital assets. He said one of his main priorities would be to provide a rational approach, consistent and based on the principles of digital asset regulation, ensuring that the United States remains the best and surest place in the world to invest and lead business in this space.
