Bergen County panels deal with Balcony to scan 370,000 property files

Dan Silverman, CEO and Co-founder of Balcony, a leader in the management of Blockchain-based land files, signed a five-year agreement with the Bergen County clerk office to digitize 370,000 ownership acts on May 28, 2025.

  • The agreement will cost the Bergen County County office $ 100,000 a year.

County of Bergen – The Board of the Bergen County Registrar has joined a new technological partnership to digitize its files and acts of property and to eliminate fraud, prevent hacks and increase efficiency.

The registrar’s office has signed a five -year contract with Balcony, based in Hoboken Balcony, a leader in land file management based on the blockchain.

The platform will create an excited, fully digitized and consulted chain of securities, out of 70 municipalities, minimize the processing time of acts, reduce the risk of fraud, prevent administrative errors and protect against Ransomware attacks, balcony officials said.

Blockchain is a digital database that serves as a large public book for recording and verification of transactions. Balcony Technology, an information management company and land, will take advantage of its blockchain and its AI platform to work with municipalities

Bergen County’s clerk, John Hogan, said that he had started to find out about blockchain technology in 2019, while sitting the Blockchain Working Group of Governor Phil Murphy.

After working with Balcon in a pilot program, Hogan accepted the five -year contract to strengthen the county’s ownership files to eliminate fraud, prevent hacks and increase efficiency.

The agreement marks the biggest initiative in Blockchain in the United States, CEO and founder of Balcony Dan Silverman, at Bergen County Plaza, May 28.

“The blockchain -based public file system is not just a technological upgrade,” said Silverman. “This is a paradigm shift in the way we think of protecting the property from our most precious assets.”

The partnership will scan and bring 370,000 real estate acts in chain, which represents around $ 240 billion in real estate value.

During the contract, a modernized interface will be available for residents of Bergen County with a “21st century Zillow type sensation,” said Silverman. Residents will be able to access and follow the history of their property of its creation so far from home.

Hogan said that since the first clerk, his office has been at the forefront of the use of technology and updating the office.

“I was determined to keep this office at the forefront of technology and not to be stuck in the status quo,” said Hogan. “This is the next step to improve the lives of the inhabitants of the Bergen County.”

The $ 100,000 contract per year will be paid to the “trust” clerk office of the costs and not the county budget.

“We are preparing for the modernization of real estate data infrastructure,” said Hogan. “We lay the basics. It will not be finished today, tomorrow or next week. We set the foundations for long -term automation.”

“For generations, the acts and registers of property in your homes have been stored in fragile systems and vulnerable to ransomware and fraud,” said Silverman. “The county of Bergen gives the example that other counties across the country will follow.”

Silverman said that fraud and ransomware are increasing, in particular with artificial intelligence that can create fraudulent documents in seconds. Hoboken, where the company is based, was the victim of a ransomware attack of $ 2 million this year, he said.

Hogan said that attempted fraud and fraud were increasing, especially this year. The clerk’s office asked sovereign citizens to try to transform fraudulent acts, trying to claim land. The clerk’s office is formed to identify fraudulent documents, and with “this system, people will not even think of trying now,” said Hogan.

Avalanche, the blockchain supplier behind the balcony, will build “stimulating and cryptographically authenticated recordings that cannot be modified or faked,” said Silverman.

The technology of the large distributed book will demonstrate a clear and traceable chain of titles to ensure total transparency in the history of the property, which has never been done before, said Silverman.

“By tokening goods and acts, throwing a base for the property of assets, fraud becomes obsolete,” he said. “It is more than a contract, it is a commitment to the inhabitants of the county of Bergen, to the integrity of our government files and to the conviction that the government can and must evolve.”
