Key notes
- Keyring’s zero-knowledge DeFi vault protocol fees are allocated to defend developers responsible for facilitating money laundering.
- These cases will set legal precedent for whether creators of open source privacy software can be held liable for misuse by third parties.
- The Ethereum Foundation coordinates sustainable defense funding as a model to protect developers creating privacy-enhancing blockchain tools.
The Ethereum Foundation and Keyring Network have announced a collaborative initiative to support the legal defense of Tornado Cash developers Roman Storm and Alexey Pertsev, who face ongoing legal challenges in the United States and Europe for creating privacy-focused open source code.
This program allocates all protocol fees collected from new permissioned and knowledgeless DeFi vaults from Keyring over an initial two-month period directly into the developers’ legal defense fund. As of September 10, the program had already raised $22,109.

Legal battle over open source code
Tornado Cash has been at the center of ongoing legal debates regarding developer liability, privacy, and sanctions compliance. Roman Storm and Alexey Pertsev are accused of facilitating money laundering and sanctions violations due to the alleged use of Tornado Cash by criminal entities and sanctioned groups.
The prosecution claimed the developers knowingly operated a platform supporting illicit activities, while the defense maintains Tornado Cash was designed to promote financial privacy. Currently, Roman Storm has been convicted of creating an illegal money transfer in the United States.
The outcome of these cases is expected to set a precedent for whether the creation of privacy-focused open source software can be criminalized for misuse by others. These trials sparked an industry-wide debate about striking a balance between innovation and compliance. The legal defense fund is seen as essential not only to support individual developers, but also to defend the broader principle of open source development in Web3.
The Ethereum Foundation’s role in protecting developers
The Ethereum Foundation acts as a strategic partner, coordinating the fund and establishing a market-aligned mechanism for sustainable defense financing. In addition to arranging protocol fee donations, the Foundation has committed to providing direct support and has launched matching campaigns to encourage community fundraising for promoters’ legal fees.
The Foundation highlights that the program serves as a model for integrating impact financing into decentralized ecosystems, without relying on sporadic donations or external grants.
Industry leaders say supporting Tornado Cash developers is essential not only for individual rights, but also for the future of privacy technology on Ethereum and beyond. The initiative highlights the Foundation’s continued commitment to legal protection for developers working on privacy and security tools.
