At the same time, the IMF warns that these benefits come with real risks that countries must prepare for as stablecoins become more deeply integrated into the financial system.
Market Growth and Expanding Use Cases
The current stablecoin market is shaped by rapid growth and rising expectations. The IMF highlights a clear trend: traders are relying heavily on stablecoins to move between assets without touching traditional banks. But a broader shift is happening as stablecoins begin to power other activities.


A case in point is how businesses in Latin America are using dollar-pegged stablecoins to send payments faster than through local banks. This reflects a broader interest in tokenization, a process that transforms real-world objects into digital tokens. The paper notes that tokenized systems could create more competition in payments by removing levels of fees and delays.

Still, stablecoins are not without challenges. The IMF explains that these tokens can create financial risks, especially in countries facing high inflation or weaker institutions. In these places, people could switch from local currency to stablecoins too quickly, which could make it harder for central banks to manage their economies. Volatility in capital flows, operational failures and legal uncertainty add to the list of concerns.

Regulatory dynamics and global coordination
As stablecoins grow globally, the rules around them are evolving just as quickly. International organizations like the Financial Stability Board issued policy recommendations to help countries establish robust and consistent surveillance. Many regulators are already putting these ideas into practice, although the IMF notes that the landscape remains fragmented.
