Ljubljana, the capital of Slovenia, was classified in the most friendly city in the world in the Cryptographic Cities index 2025 in Multimtan.
According to the report, Ljubljana has outstripped heavyweight contenders like Hong Kong, Zurich, Singapore and Abu Dhabi to take first place.
While these cities have long been considered leaders of digital finance, the mixture of ljubljana of strong cryptographic infrastructure, progressive regulations and the real world adoption helped it to advance in the ranking
Multiolitan’s analysis has taken into account a range of elements, including tax regimes and license frames, at Internet speeds, at capital gains and even the adoption of automatic crypto counters.
One of the main reasons why Ljubljana has been taken from world suitors was his deeply rooted cryptocurrency culture. The city has more than 150 automatic distributors of cryptographic tickets and a high density of retail stores which accept digital assets, an unusually high level of real world adoption for its size, which gives it an advantage in cities where digital assets are confined to trading platforms or niche financial services.
Beyond adoption, Ljubljana also benefits from a coherent local ecosystem. It houses the Blockchain Alliance Europe, a regional defense group, and platforms like BlockSquare, which recently joined the Capital to Tokensine $ 1 billion in American real estate.
Hong Kong arrived second, reinforced by its regulatory clarity and its growing framework for granting virtual asset licenses. Since 2022, the city has deployed new compliance requirements for cryptographic companies and conceded ten trading platforms.
Despite high regulatory costs, the city continues to attract cryptography talents, with events such as consensus extending into the region and industry figures such as CZ and Vitalik Buterin going around.
Zurich equaled to Hong Kong for second place. Known for its intelligent city references and economic stability, it obtained a high score on infrastructure and wealth indicators. Singapore and Abu Dhabi completed the first five, both benefiting from tax -adapted policies and have targeted efforts to attract cryptographic companies.
The report also included a distinct cryptographic wealth concentration index, where Slovenia has once again exceeded the graph.
The holder of an average Slovenian crypto holds around $ 240,500 in digital active ingredients, well above Cyprus at $ 175,000 and Hong Kong at $ 97,500. On the other hand, American residents were on average more than $ 23,000, placing them in 17th position.
In related news, Slovenia seeks to introduce a 25% tax on the profits of personal cryptography in 2026.
Under the proposed law, the benefits made from the conversion of crypto to Fiat or the use for purchases will be taxed, although the Crypto-au Crypto Crypto-au Transfers would remain exempt.
The authorities say that the tax could generate up to 25 million euros per year, but criticism argues that it could discourage innovation and push talents of cryptography elsewhere.
