The Northern Dakota Senate has approved a bill presenting new regulations for automatic cryptocurrency counters while restoring a daily $ 2,000 transaction ceiling per usera provision that had already been removed by the state house.

On March 18, 2025, the Senate Bill 1447 adopted in a vote of 45-1. The vote indicates strong support for stricter controls on automatic distributors of cryptographic tickets to limit financial fraud.

Key provisions in the bill

As part of the latest version of HB 1447, operators for automatic tickets for cryptocurrency tickets and kiosks will be necessary to obtain a silver issuer license to operate legally within the State.

In addition, customers will face a daily withdrawal limit of $ 2,000 with all automatic ticket distributors operated by a supplier. The bill also requires that automatic ticket distributors display fraud warnings to alert users of potential scams.

Initially, the invoice offered a daily transaction limit of $ 1,000 strict per customer. However, a chamber committee then changed the proposal in February, allowing customers to withdraw up to $ 2,000 per dayBut only for their first five transactions within 30 days.

The Senate has now removed the 30 -day limitation, opting for a $ 2,000 dish Cap per day.

Before he became a law, the bill must be referred to the House for approval of Senate changes. If it is adopted, he will go to Governor Kelly Armstrong, who will decide to sign him or veto.

Beyond the transaction limits, HB 1447 introduces the blockchain analysis requirements for Atm Crypto operators.

These provisions require companies to monitor transactions for suspicious activities, report fraud to the authorities and submit quarterly reports detailing their ATM locations, their customer transactions and the operator’s details.

The main sponsor of the bill, representative Steve Swiontek, underlined the need for these measures during a legislative hearing on January 22, 2025. He said that the lack of regulations allowed criminals to exploit the automatic distributors of cryptographic tickets.

Growing regulatory efforts through us

Northern Dakota is not the only one to take measures to regulate automatic distributors of cryptographic tickets. On March 13, 2025, the governor of Nebraska, Jim Pillen, signed a similar law, the controllable law on the prevention of electronic records. At the federal level, Senator Dick Durbin of Illinois presented legislation on February 25, 2025 to regulate the automatic distributors of cryptographic tickets nationwide.

According to a September 2023 report by the Federal Trade Commission (FTC), fraud involving automatic Bitcoin ticket distributors has almost increased tenfold since 2020. In addition, losses greater than $ 65 million in the first half of 2024 were recorded.

In addition, the report revealed that people aged 60 and over were three times more likely to be targeted by crooks via automatic distributors of cryptographic tickets.
