Vietnam has taken a big step towards the locking of its government data with the launch of Ndachain, a new blockchain network that only approved participants can join.
Built by the National Data Association and supervised by the Center for Innovation and Data of the Data from the Ministry of Public Security, the system will serve as a main layer of verification for everything, from hospital files to school transcriptions and supply supplies.
Centralized-decentralized system
Based on reports, Ndachain uses a hybrid model. It is based on a consensus of proof of authority, which means that only approved nodes can validate transactions.
At the same time, he adds evidence of zero knowledge to keep the private sensitive data while confirming his authenticity. Officials claim that the network can deal between 1,200 and 3,600 transactions per second, a figure aimed at supporting rapid checks in the electronic government, logistics and other areas.

Integrated identity and monitoring tools
The new system includes two key features. NDA DID provides digital identifiers which are linked to the existing VNEID configuration of Vietnam. Citizens will be able to check online identities when signing documents or access services.
Ndatrace offers final product monitoring using GS1 and EBSI trace standards. The elements obtain unique identifiers, which can be scanned by QR codes or RFID chips. This should help companies prove authenticity to buyers abroad and to simplify reminders if problems arise.
Protective and confidentiality layer
According to Nguyen Huy, head of the National Data Association technology, Ndachain acts as a “protective layer” for Vietnam’s digital infrastructure. It is designed to evolve as the data volume increases.

Digital files – such as medical files or students’ transcriptions – can be checked without exposing personal information, thanks to additional confidentiality tools. At the same time, the authorized configuration gives the authorities more control over who joins the network.
Progressive deployment and future plans
Based on reports, complete integration with the National Data Center is planned for completion by December 31, 2025. After that, the emphasis is placed on local agencies and universities, with layer 2 applications specific to the industry provided for in 2026.
Potential applications include identity portfolios, counterfeit prevention systems and digital notaries. These Add-One applications will operate on Ndachain without modifying the central network.
Alignment with the national strategy
The Vietnam movement is directly linked to its national blockchain strategy and the new law on digital technology industry, which recognizes digital assets in June 2025.
