A key US Senate bill could give major cryptocurrencies like XRP, Solana and Dogecoin significant regulatory relief by putting them in the same category as Bitcoin And Ethereumaccording to a text circulating before official publication.

The Senate Banking Committee’s proposed “Clarity Act,” released today by Senate Banking Committee Chairman Tim Scott, includes a provision that would classify certain tokens as “non-ancillary” assets, effectively exempting them from being treated as securities and associated Securities and Exchange Commission (SEC) disclosure requirements.

Legalization is based on the inclusion of a token in a regulated financial product.

The draft text clarifies that a token is considered non-ancillary – and not a security – “if, as of January 1, 2026, units of that network token were the primary asset of an exchange-traded product… listed and traded on a national securities exchange,” the document states.

Based on existing ETP lists, this would apply to XRP, Solana, Litecoin, Hedera, DogecoinAnd Chain linkgranting them regulatory status parallel to Bitcoin and Ethereum from the bill’s effective date.

The immediate impact is on institutional access and not short-term speculation, experts said. Decrypt.

Altcoins noted modest gains in response to the clarity bill, while Bitcoin traded near $93,000, up 1.9% on the day, according to CoinGecko data. On the Myriad prediction market, owned by DecryptAccording to Dastan’s parent company, users give an 18% chance of an alternative season in the first quarter of the year, up from 16% at the start of the week.

“If this language survives in the final bill, the immediate impact would be less on pricing and more on compliance,” said Jordan Jefferson, founder of DogeOS. Decrypt. “A clearer statutory path out of classification uncertainty can broaden the range of institutions that are even allowed to engage.”

The bill “reflects a broader shift toward regulating crypto assets based on how they are distributed and used as part of regulated financial products,” said Jamie Elkaleh, chief marketing officer of Bitget Wallet. Decrypt.

“Finalizing this bill with a ‘non-ancillary’ label tied to ETFs would likely bring XRP, SOL and DOGE into the same compliance comfort zone that unlocked institutional demand for BTC and ETH,” said Joshua Chu, lawyer and co-chair of the Web3 Association of Hong Kong. Decrypt.

He warned, however, that “the wild card is American politics,” with the bill’s fate tied to the upcoming midterm elections.
