FOMC meets July 28-29 as deadline for stable rulemaking looms

TL;DR

  • THE GENIUS Act stablecoin rulemaking deadline lands on July 18, when six federal agencies must finalize capital, reserve and licensing rules for USDC And USAT transmitters.
  • Tesla reports Second quarter 2026 results after the market close on July 22, any comments about Bitcoin cash accidentally attracting the attention of the crypto market.
  • THE FOMC deliver your next one pricing decision on July 28 and 29, the second meeting chaired by Kevin Warshthe federal funds rate remaining between 3.50% and 3.75% for four consecutive meetings.
  • Deribute performs his weekly routine Expiration of BTC and ETH options on July 17 and 24, ahead of the larger monthly expiration of July 31.

In the meantime, Tesla reports its second quarter results and Deribit holds its usual weekly options expirations. None of this constitutes an unusually busy week by historical standards, but each event carries its own reason why traders should pay attention.

GENIUS Act stablecoin rulemaking deadline: July 18, 2026

July 18 marks the one-year statutory deadline for six federal agencies (OCC, FDIC, NCUA, Treasury, FinCEN, and OFAC) to finalize rules implementing the GENIUS Act’s stable payments framework.

These rules will define capital requirements, reserve composition, and licensing standards for stablecoin issuers operating in the United States. The date falls on a Saturday, so any official releases are more likely to arrive the previous or next business day.

As of this writing, none of the six agencies have issued final rules, several are still in the public comment stage, and at least one comment window remains open after July 18 itself, so timely finalization seems unlikely. Markets are more likely to view this date as a checkpoint in an ongoing process rather than a moment of regulatory clarity.

The effective date for compliance with the Act is the earlier of: (a) 120 days after finalization of the regulations; or (b) 18 months after the adoption of the law, i.e. January 18, 2027.

Tesla Q2 2026 results: July 22, 2026

Tesla releases second quarter results after market close, followed by Q&A session with management. The company has historically held Bitcoin on its corporate balance sheet, which is why its earnings calls sometimes attract attention from the crypto market beyond the usual attention of the stock market.

Traders watching for any comments on the balance sheet or cash flow during the call may find this relevant to broader risk sentiment. This is a corporate earnings event, not a crypto-native event, so its direct reading on BTC/USD should be treated as one entry among many rather than a standalone signal.

FOMC meeting and rate decision: July 28-29, 2026

The Federal Open Market Committee meets for two days, with its policy statement and rate decision expected at 2:00 p.m. ET on July 29, followed by a press conference. This is the second meeting chaired by Kevin Warsh, and unlike June, there is no summary of economic projections, so markets will read the language of the statement itself rather than a new dot plot.

The federal funds rate has held between 3.50% and 3.75% for four consecutive meetings, and the outlook on the timing of a possible rate cut in 2026 has subsequently changed according to several forecasts. If the Committee remains stable, some traders may see it as confirmation of a patient, data-dependent posture under new leadership.

While the statement signals an openness to easing later in the year, rate-sensitive assets have in the past shown volatility around perceived policy pivots.

This week too

Deribit is holding its regular weekly BTC and ETH options expirations on Friday July 17 and Friday July 24, both at 08:00 UTC. These are routine weekly settlements rather than larger monthly installments, which fall just outside this window on July 31.

What traders should think about in a structured way

This window has a clear macroeconomic anchor in the FOMC decision, a regulatory deadline directly relevant to stable markets, a notable earnings announcement, and routine settlement of derivatives in between. This is a week worth planning for, not one that requires over-the-top characterization.
