New Hampshire should become the first American state to establish a Bitcoin strategic reserve following the adoption of the New Hampshire House Bill 302 (HB 302), which authorizes the treasurer of the State to allocate up to 5% of public funds to Bitcoin and other digital assets. Dennis Porter, CEO of Satoshi Action Fund, announced the news on May 7.

Presented in January, HB 302 offers public funds allocation to precious metals and high -level digital assets with a market capitalization of more than $ 500 billion, effectively opening the way to Bitcoin investments in the state level. Currently, Bitcoin market capitalization is around 1.9 dollars, according to TradingView.
Under the new law, digital assets must be held using highly secure childcare solutions, either directly by the State via a multisig portfolio. Controlled by the State, by a qualified goalkeeper, or via products (ETP) regulated by the United States.
“Satoshi Action wrote the model, the New Hampshire has engraved it in law, and now each treasurer of the country can follow this roadmap,” said Dennis Porter, CEO and co-founder of Satoshi Action. “HB 302 proves that you can protect taxpayers’ money, diversify reserves and state treasury bills to the test of future – while adopting the safest monetary network of the Earth. New Hampshire has not simply adopted a bill; He sparked a movement. “
The bill was defended by representative Keith Ammon, a first defender of Bitcoin and the “legislator of the year” of Satoshi Action, as well as the leader of the majority Jason Osborne who helped guide the legislation to pass.
The law will take effect 60 days after the passage, establishing a framework so that the State begins to acquire digital assets for its reservations.
Other states such as Arizona and Texas envisage similar crypto initiatives, but not all proposals have been approved.
Last week, the governor of Arizona, Katie Hobbs, vetoed a bill that would have enabled the State to invest in Bitcoin and other digital assets. Bill 1025 of the Senate, also known as Arizona Strategic Bitcoin Reserve Act, aimed to allocate up to 10% of the treasury assets and state pensions to digital assets.
Monday, two Bitcoin bills presented in Florida, the bill of Chamber 487 (HB 487) and the Senate bill 550 (SB 550), were postponed and removed indefinitely at the end of the legislative session of 2025. These bills aimed to create a Bitcoin Strategic Reserve at the level of the State by allowing certain funds to be invested in Bitcoin, But they did not succeed before the session was postponed on May 2.
