Judge Analisa Torres rejected a regulation of $ 50 million between Ripple and the SEC which would have dissolved the permanent injunction blocking the institutional sales of Xrp.

The decision of June 26 indefinitely maintains the commercial restrictions of Ripple, despite the two parties which agreed to reduce the initial penalty by $ 125 million by 60%.

Torres determined that the parties did not show the “exceptional circumstances” required to cancel a final judgment, stressing that the public interest in the application of securities prevails over the private settlement agreements.

The decision means that XRP remains legally limited to institutional sales while the retail trade does not continue.

Four years of legal war reached another dead end

The SEC launched its investigation into Ripple in December 2020, alleging that the company had made an offer of unregistered titles of $ 1.3 billion via XRP sales.

The case has fundamentally challenged if XRP constitutes security or merchandise under federal law, with implications for the entire digital asset industry.

Torres rendered a shared decision in July 2023 which became the most nuanced decision of Crypto Law.

She noted that XRP institutional sales violated the laws on securities, while sales exchange sales did not meet the criteria of the investment contract under the Howey test.

This subtle decision has imposed a permanent injunction preventing the undulation from selling XRP to institutional buyers while allowing continuous retail operations.

The court also imposed a civil sanction of $ 125 million, which the two parties subsequently appealed.

However, the May 2025 settlement agreement offered a way to follow for both parties.

Under the proposed agreement, Ripple would pay $ 50 million in exchange for $ 75 million from the initial penalty, the SEC requesting the abolition of the injunction of institutional sales.

The agreement seemed to offer mutual relief, but Torres rejected the arrangement as “inappropriate proceduralAnd criticized the two parties for having omitted to justify the release of restrictions imposed by the court.

She also noted that the evolution of dry policies under the Trump administration did not constitute exceptional circumstances, because her court had already found violations of titles.

Contrasting fortune in Trump’s new regulatory era

The prolonged legal control of Ripple contrasts strongly with the rapid resolution of other high -level dry cases in 2025.

The regulator abandoned the application measures against Coinbase, Cumberland DRW and Gemini, while finishing surveys on Uniswap, Opensea and Robinhood Crypto without continuing charges.

These layoffs are part of a broader change in the dry policy under the acting president Mark Uyeda and the entrant president Paul Atkins, who promotes regulatory clarity on the heavy approaches of the application.

The agency’s retirement from several cases of cryptography has generated optimism on a more collaborative regulatory framework.

However, Ripple’s situation remains only complicated by the existing judicial conclusions of the violations of the titles.

The restriction of institutional sales has continuously limited Ripple’s commercial development opportunities, in particular in partnerships with banks and financial institutions that were at the heart of the original company’s strategy.

Meanwhile, the SEC faces continuous criticism to maintain the application positions which seem incompatible with its broader political evolution.

However, the question of whether Ripple will benefit from a similar regulatory amnesty extended to other cryptographic companies remains uncertain. Unlike companies that have settled before unfavorable decisions, the company must find a means of canceling a final judgment which has determined the institutional sales XRP violated the federal law.

The Post-Ripple Regulations rejected while Judge Torres rejects the $ 50 million agreement, XRP’s institutional sales remain limited first on Cryptonews.
