The Huione group, a Cambodian conglomerate linked to the largest illicit online market, could be cut off from the American financial system as part of a new treasure proposal.
According to an announcement of May 1 of the US Financial Treasury Department Crimes Smart Network (Fincen), the agency is looking to qualify the “Sailing concern” group “and prevent it from access to the American Banking Network
The rule proposed by Fincen would prevent US financial institutions from opening or maintaining a correspondent or payable accounts for the Huione group.
“Today’s proposed action will experience access to the Huione group to the corresponding bank, degrading the capacity of these groups to whiten their badly acquired gains,” said Treasury Secretary Scott Bessent in a press release.
Although the company does not bank directly in the United States, Fincen says that it would operate through overseas companies that do it, which gives it indirect access to the American financial system.
The authorities claim that this access has enabled Huione to quietly support the major cybercriminal operations, in particular the laundering of the stolen crypto for the famous Lazare group of North Korea.
According to the guard dog for financial crimes, the group would have helped to move at least $ 4 billion in illicit funds between August 2021 and January 2025, with a notable part of these funds related to online scams, such as the pig butcher.
One of the biggest concerns is that Huione has built a sprawling network of companies designed to support its operations. These include Huione Pay, a payment service company; Huione Crypto, a virtual asset platform; And a controversial telegram -based market that recently renamed Haowang’s guarantee.
Fincen has also pointed out Huione’s stablecoin, USDH, which is set to the US dollar but designed in a way that makes freeze difficult. Officials think that it is used to bypass surveillance and calmly channel illegal funds in the fiduciary currency.
“Because the Huione group claims that the USDH cannot be frozen, this service offers the customer of the Group Huione an ecosystem practically without risk to move or store CVC without risk of interception or” freezing “by the application of the law”, noted Fingen in its submission of settlement.

The proposed rule is now open to public comments for 30 days before you can take effect.
