
Roswell, New Mexico, has made history in municipal finance by becoming the first city in the United States to have an official Bitcoin reserve.
The small donation puts big plans in motion for the emergency fund
According to city officials, the first donation initially small by 3,050,323 Satoshis (0.0305 BTC) will constitute the basis of a much greater financial plan.
The city accepted its first 0.0305 BTC cryptocurrency donation (about $ 2,845) on April 29, 2025, to launch what civil servants nicknamed the “Bitcoin Roswell Strategic Reserve”.

The reserve will increase by other donations of bitcoin and sponsorship during the period of a decade. According to reports from the municipal council, the crypto treasure must accumulate at the value of $ 1 million before being able to be exploited as an emergency fund.

The city government will oversee the cryptocurrency reserves, with close control measures in place. Any expenditure of the reserve must be approved unanimously by the municipal council.
The regulations make it possible to spend up to 21% of the total reserve every five years, the priority initially granted to help elderly citizens to pay water bills and to support emergency efforts in the event of an emergency disaster.

Other states move to Bitcoin investments
Roswell’s main action is done because some states consider the same cryptocurrency measures. Arizona’s legislature recently approved Senate bills 1025 and 1373, which would allow the Treasury and retired state fund to invest 10% of their balance in virtual currencies. These measures now go to Governor Katie Hobbs for the signing.
Crypto reserves become popular across the country
The trend towards state reserves goes beyond New Mexico, Arizona, Alabama and North Carolina. Texas, California, Florida and New Hampshire were all interested in creating their own BTC reserves.
